Fluctuations are experimentally studied using Langmuir probes and magnetic probes in a/2 <= r <= a region of the REPUTE-1 RFP. An electron heat flux q_E^e due to electrostatic fluctuations is too small to account for the total electron heat flux q_total^e. It is implied that magnetic fluctuations mainly determine the electron energy confinement in the interior region.
