The Subcontract Administrator will provide the support needed to execute all phases of the contract lifecycle from pre-award through contract closeout and administer/manage solicitations and subcontracts in accordance with applicable government procurement regulations (e.g., FAR and DEAR) and PPPL policies and procedures. These duties will require the employee to: prepare solicitations; negotiate all aspects of contract performance; perform proposal evaluations and prepare award documentation, including best value source selection recommendations and cost/price analyses; draft terms and conditions; obtain management and DOE approvals; expedite contract performance and deliveries; negotiate change orders and claims; and close out contracts in a timely fashion, consistent with Laboratory policies and procedures. Additionally the employee will conduct market research, advise PPPL staff on all acquisition planning matters and determine the appropriate contract type for each procurement effort.

Qualifications include a Bachelors degree in business or a related field, a minimum of 3 years of experience working with proposals, prime contracts, subcontracts, purchasing and overall contracts administration. Strong organizational, problem solving, communications and business computing skills (e.g., MS Word, Excel, Access, PowerPoint, etc.) and experience with procurement in a government environment are essential.

Desirable qualifications include a Master's in business administration or a related field and NCMA, ISM or DAWIA professional certification. In addition, experience in cost/price analysis and the implementation and operation of eCommerce applications, including ERP systems and electronic contracting, is a plus.
